CE lancer(please help)

So I have a 2002 ce lancer and the steering wheel has a broken horn so I thought of putting a aftermarket steering wheel on but I'm quite stuck with if I can or not because it came with a airbag, but it was made for 1989 safety standards, would I be able to put a aftermarket steering wheel(airbag less) on and not get in trouble?
I live in QLD
 
As boobies said, no deal. That being said, there are many base models around the same timeframe with similar shapes which did not have airbags (IE my 2000 gli). So could you get away with an aftermarket steering wheel with a horn cover? most likely
 
What is wrong with the horn? Because I had the same issue with my airbag wheel and it turned out to be the plastic/nylon spacers that held the springs off the bolts holding the horn assembly together, I just replaced them with some wiring grommets and it works a treat now.
 
Check your fuses my guy. Mine has a factory keyless entry and the horn has never worked. That was until I had a look at the fuse block and noticed it was missing the horns fuse. Car came with a broken remote, so my guess is it started going off and they couldn't stop the alarm so they just pulled the fuse.
