And what method is best, by soaking it or cleaning it with a wire brush

Soak it in petrol. If that doesnt work, replace.

Just looking at the oxygen sensor, and it's a 21ml socket, but in the shops I've been to they don't have 21ml, only 22. I'm sure I can get it out however, if I buy the 22ml size oxygen sensor will the bolt size fit?

O2 sensors have many different "socket sizes", as long as they have the same thread/pitch as the bung, the socket size doesn't matter.
